The ICCI Construction Quality Inspection Process
Customers should clearly define their inspection objectives and purposes and submit a request for construction quality inspection to ICCI. Depending on the objectives and purposes of the Customer, the inspection unit will propose a detailed inspection outline of the work to be performed, appropriate inspection methods and equipment.
According to Article 2 of Decree 06/2021/ND-CP, construction inspection is the activity of checking, evaluating the quality or cause of damage, value, useful life, and other technical parameters of construction products, building components, or construction works through observation, testing combined with calculation and analysis.
ICCI Construction Quality Inspection Process
Step 1: Receive information from the customer
ICCI will receive information from the customer about the project to be inspected, including information about the type of project, the scale of the project, and the purpose and requirements. The technical department will analyze the data provided by the customer to provide a preliminary work content that meets the requirements and conduct a preliminary survey.
Step 2: Preliminary survey
After ICCI receives information from the customer, ICCI will conduct a preliminary survey, collect information and data at the construction site.
Step 3: Develop inspection plan and cost
Based on the information provided by the customer, the preliminary survey information, ICCI will develop an inspection plan, including the following contents:
- Scope, purpose, and object of inspection
- Inspection methods and standards
- Inspection schedule
- Inspection personnel
- Inspection costs
Step 5: Conduct detailed survey
- ICCI will dispatch a team of engineers and experts with qualifications and capabilities in accordance with regulations and experience to conduct construction inspection according to the plan that has been established.
- Transport, machinery, equipment, and personnel to the construction site to collect data, conduct experiments, check, and bring the test samples to the LAS-XD 203 laboratory for processing.
Step 6: Analyze, calculate, evaluate, and prepare inspection report
After the inspection is complete, specialized construction engineers will use software to analyze, calculate, evaluate, and prepare the inspection report, including the following contents:
- Inspection results
- Evaluation of the quality of the project
- Recommendations
Step 7: Acceptance of work results
- The customer reviews the inspection report and checks the files. ICCI answers the customer's questions.
Step 8: Delivery of the official report with the ICCI stamp after the customer agrees to confirm the publication of the official report.
Step 9: Completion and termination of the work
- After the parties have fulfilled their obligations, ICCI will proceed with liquidation and store the inspection report in accordance with regulations.
Selection of inspection organizations must meet the following requirements:
- Comply with the regulatory requirements, have a construction qualification certificate, and have experience in the field of construction quality inspection.
- The owner or manager or user of the construction project is responsible for paying the inspection costs during the exploitation and use period.
- In the case of inspection to resolve disputes, if the inspection results prove that the fault belongs to the responsibility of any organizations or individuals involved, then these organizations or individuals must bear the corresponding inspection costs for the fault they caused.
Therefore, when it is necessary to inspect the quality of a construction project, in addition to choosing a unit that ensures the capacity according to the current regulations, customers should choose an inspection organization that is independent in terms of law and finance to ensure transparent and objective results. This is to ensure the following three criteria:
a. Legality
- According to point e, clause 2, Article 112 of the Construction Law No. 50/2014/QH13, dated June 18, 2014, the investor has the obligation to hire a consulting organization with sufficient construction operation capacity to inspect the quality of the work when necessary. - According to clause 6, Article 34 of Decree 06/2021/ND-CP, the owner or manager or user of the work must hire an organization with sufficient capacity to carry out in case the work requires monitoring or must be inspected for quality. b. Objectivity and honesty

- According to Article 75 of the Construction Inspection Profession Conditions and Article 97 of the Construction Inspection Organization Capacity Conditions of Decree No. 15/2021/ND-CP dated March 3, 2021, inspection organizations need to be recognized by the Ministry of Construction for their inspection capacity both for organizations and individuals performing inspection work. This ensures that the inspection process takes place according to the correct process, bringing the most accurate and economical results.
