Inspection construction solutions
Quality inspection of construction projects involves the process of checking and determining the quality of factories, building components, or construction projects against design requirements and technical standards. This is done through testing, combined with visual inspection and assessment of the current state.
1. Inspection in the quality inspection of construction projects (performed by contractors)
- Organizing quality inspection of construction projects is one of the most important tasks in a contractor's quality plan to fulfill commitments in the contract between the project owner and the contractor. Quality inspection (QI) is the responsibility of the contractor and is part of the activities of the main contractor, subcontractors, and suppliers to provide the project owner with a product that meets set requirements, primarily quality.
- The requirements for the QI program must be specifically mentioned in the contract documents. For effectiveness, the QI work must be regular, proactive, continuous, and not passive. The project owner needs assurance that the contractor's QI program is comprehensive and consistently implemented. If the contractor's QI program is only a countermeasure against the quality assurance program for acceptance by the project owner, it is incorrect and not permissible.
- The contractor agrees to create a final product that meets all requirements of the contract documents. This is the contractor's own responsibility and obligation. Construction units must establish a responsibility regime expressed in the quality management system. The quality management system is not only to control the quality of incoming materials, production lines, operations, and inspect work steps but also includes a testing sample regime.
- Testing main materials, semi-finished products, finished products, building components, tools, and equipment installed in the project, and assessing their compliance with technical standards for subsequent work are part of the contractor's quality inspection activities.
2. Inspection and quality assurance of construction projects (performed by the project owner)
- Ensuring quality through construction supervision for acceptance is the responsibility of the project owner. Like QI, a quality assurance plan benefits the project owner. Without an effective quality assurance plan, the project owner may incur additional costs and time for repairing poor-quality parts and accepting a risky project.
- Therefore, the Construction Law in Article 87 states:
“The construction project owner must hire supervisory consultants or conduct self-supervision when having sufficient capacity for supervising construction execution.”
- For project owners, inspection at the time of project acceptance is also necessary. This inspection often uses non-destructive methods and, when necessary, involves organizing random sample testing for destructive material testing.
Example: Determining the strength of structural concrete includes direct strength testing methods and indirect, non-destructive strength testing methods.
3. Inspection in the field of technical diagnostics of construction projects:
a. Quality inspection of ongoing projects
- To diagnose structures and projects, engineers must rely on inspection results of construction materials, structural analysis, measuring methods, understanding of the degradation and corrosion processes of materials and structures... For accurate diagnosis, it is necessary to collect information on the construction and operation history of the project, including past repairs.
- Regular inspection results, annual inspections, and detailed inspections of the project are essential information for technical diagnostics. Again, the role of quality inspection is extremely important. Mechanical test results for materials and structures, non-destructive tests form the basis for technical diagnostics of the project's current quality state. The position of assessment is shown in the diagram above.
b. Quality inspection in incident investigations:
- For construction project incident assessments, the scope and volume of inspection tasks are substantial. The assessment process is similar to the sequence shown in Diagram 2, but the scale of work in each step is decided by the lead assessor based on the nature of each incident.
- Additionally, when an investigative agency requests a forensic inspection for an incident, the inspection organization must have judicial inspection functions and operate under the supervision of the investigative agency. However, in all cases, the inspection organization must demonstrate high professionalism, independence, objectivity, and impartiality.
c. Quality inspection and certification of construction project quality in our country
- We encourage conducting quality inspections of construction projects for certification to ensure operational safety, protect community interests, and third-party interests.
- For some construction projects, where incidents could cause disasters, mandatory quality inspection and assessment based on criteria such as durability, usage safety, environmental safety, fire and explosion safety, and technology safety are required before operation. We are implementing guidance documents for the Construction Law, and this issue has been addressed in those documents. We briefly describe this sequence in the diagram below.
- In recent times, for some important national projects, the Prime Minister has established a State Acceptance Council to inspect the project owner's acceptance work and evaluate the achieved quality of the project, allowing official operation only after ensuring quality.
4. Conclusion
- The role of quality inspection tasks of construction projects by inspection organizations during construction, exploitation, and use is very important. An inspection organization not only needs a standard laboratory with complete testing equipment for both laboratory and field testing but also requires a team of expert evaluators.
- At the same time, to improve the quality of inspection work, it is recognized that there should be a unified process and evaluation standards to avoid the situation where each center has different testing methods and evaluation standards. Therefore, besides compiling standards for evaluating the technical quality of construction, regulations on methods and types of testing, and equipment requirements and implementation deadlines, there should also be a team of trained, skilled, and experienced engineers and technicians.
- Only then can the quality inspection work meet the requirement of being a tool for controlling and evaluating the quality of construction projects.
