The factory design dossier will be prepared by the design unit to express initial ideas about factory design, preliminary selection of technology lines and equipment as a basis for determining investment policies in construction. From there, complete design of technical parameters, materials used, and construction details will be made in accordance with applicable standards and technical regulations, ensuring sufficient conditions for the construction implementation of the factory building.

Why Design is Necessary Before Construction
- To ensure optimal functionality in accordance with the investor's requirements and intended use.
- To ensure compliance with previously approved designs, standards, and norms applicable to the construction, ensuring that the consultancy product for the design and construction (explanations, drawings, estimates) aligns with the approved construction project and legal construction regulations.
- To serve as a basis for supervision and quality management during the construction of the factory, and for acceptance before use.

Design Steps for Factory Buildings
Depending on the type, level of the construction, and the project execution method, the number of design steps is decided by the investment decision-maker, specifically:
- Single-step design involves the construction drawing design applied to projects requiring an Economic-Technical Investment Report for construction; usually for budget-funded projects or small-scale projects.
- Two-step design includes the basic design and the construction drawing design applied to projects requiring a construction investment project; typically for medium-scale projects.
- Three-step design includes the basic design, technical design, and construction drawing design applied to projects requiring a construction investment project, with complex technical requirements and construction conditions; usually for large-scale projects.
Other design steps (if any) are decided by the investment decision-maker as per international practices when deciding on the investment project.
