Factory inspection and certification of structural safety
Inspecting factories and workshops during plant audits (vendor audit / factory audit / supplier audit) is the process of evaluating structural integrity to assess the load-bearing capacity and safety of the construction structure.

Is it a legal requirement or a customer requirement? When is this documentation needed?
- The evaluation of factory/workshop safety is based on customer (buyer) requirements to assess suppliers before purchasing. Typically, customers (buyers) are global conglomerates with their own standards for supplier evaluation.
- When customers (buyers) suspect the quality of a workshop or supplier and want to ensure the safety of a construction project. They will hire an authorized organization recognized by the Ministry of Construction to inspect and certify the safety of the factory/workshop. Along with other conditions, this assessment will evaluate the production capabilities of the factory.
How often is this construction safety certificate renewed?
- The periodic inspection cycle for structures is determined as follows (according to TCVN 9343:2012 - Maintenance guidance):
- Highly critical structures: Every 2 to 3 years.
- Structures with frequent heavy traffic or occupancy: Every 3 to 5 years.
- Industrial and other civil structures: Every 5 to 10 years.
- Structures constantly exposed to climate or chemical corrosion: Every 1 to 2 years.
- However, the periodic inspection cycle also depends on the condition of the structure, its current state, and the intended use.
- When there are changes in the function or any unusual signs (subsidence, tilting, cracks, etc.) observed in the structure, it is necessary to conduct a reevaluation and inspection."

Is there any law that mandates the need for this construction safety certificate?
- The construction quality certificate demonstrates the structural load-bearing safety of the construction and serves as a basis for putting the structure into operation and use.
- The inspection of construction quality and issuance of the certificate are based on Circular No. 10/2021/TT-BXD providing guidance on certain provisions and measures for implementing Decree No. 06/2021/NĐ-CP dated January 26, 2021, detailing certain contents on quality management, construction execution, and maintenance of construction works, as well as Decree No. 44/2016/NĐ-CP detailing some articles of the law on labor safety and hygiene regarding activities of technical inspection of labor safety, safety training, labor hygiene, and occupational environment monitoring issued on May 15, 2016, by the government, along with current construction standards.
Does the inspection of factories/workshops and issuance of the construction safety certificate relate to ISO?
- This inspection aims to assess the structural load-bearing safety of the construction to support the evaluation of the production capability of the factory. This process is not related to ISO.
